  1. CONSENT AGENDA ITEMS:
  a. Request signature of Chair of the Board of Supervisors on the Certification Statements for the Children’s Medical Services Plan for Fiscal Year 2015-16. (Public Health)

  2. CONSIDERATION/ACTION: Requesting approval of a resolution of application to the Modoc Local Agency Formation Commission requesting initiation of proceedings to form a Community Services District to provide emergency medical services located in the Big Valley Area. (Administration)

  3. CONSIDERATION/ACTION: Introduction and request to waive the first reading to adopt an ordinance amending Title 15 of the Modoc County Code to add Chapter 15.04 “Small Residential Rooftop Solar Energy Systems”. (Building and Safety)

  4. DISCUSSION/INFORMATION: Update regarding the FEMA Flood Insurance Rate Maps that will take effect December 2, 2015 (Planning)

  5. CONSIDERATION/ACTION: Requesting approval and Chair signature for lease agreement no. 1100825 with Great America Financial Services for $56,600 regarding Apex Quote No. APXQ23781 (Information Technology)

  6. CONSIDERATION/ACTION: Requesting budget modification to deplete PTAG Fund #4786 and use monies from Assessor Sec. 408.3 Fund #4785 (total expenditures not to exceed $10,000) for flooring, paint, and renovation costs for the assessor’s office. (Assessor)

  7. County Counsel Items:
  a. CONSIDERATION/ACTION: Introduction and waive the first reading of an ordinance amending Title 2.20 of the Modoc County Code to consolidate the Office of the Assessor and the Office of Recorder and set November 24, 2015 for the second reading. (County Counsel)
  b. CONSIDERATION/ACTION: Board of Supervisors approval of a resolution rescinding the January 21, 2014 addendum to lease with the City of Tulelake, adopting a modified addendum to lease, and finding such actions exempt from CEQA.

  8. Social Services Items:
  a. CONSIDERATION/ACTION: Requesting authorization to add to the Personnel Allocation Table an Administrative Assistant position; Range 199 Step A-F $2,623-$3,359.
  b. CONSIDERATION/ACTION: Authorization to advertise and fill the Administrative Assistant position as promotional only with the ability to hire above step A in order for an employee to receive at least a 5% increase.
  c. CONSIDERATION/ACTION: If item 8.a. and 8.b. are approved, request the Social Services Department vacated position by a promotion be moved to “open” and not filled on the Allocation Table.
  d. CONSIDERATION/ACTION: Requesting authorization to the personnel allocation table an Office Assistant III Range 142 Step A-F $1981-$2528.
  e. CONSIDERATION/ACTION: Authorization to advertise and fill the Office Assistant III position as promotional only with the ability to hire above step A in order for an employee to receive at least a 5% increase.

  a. CONSIDERATION/ACTION: Requesting approval of a resolution adopting O&M Contract #15-OMS-10548 for Fiscal Years 2015-15 & 2016-17 with CA Department of Housing and Community Development in the amount of $58,800 and authorizing the CAO to sign.
  b. CONSIDERATION/ACTION: Respectfully request that Chester Robertson CAO replace Diane Romesha and Donna Bowlin as directive and signatory authority for Pacific Crest Federal Credit Union accounts for Modoc County Migrant Housing ending in 102, 103, and 115.
  c. CONSIDERATION/ACTION: Board of Supervisors approval of a 2% COLA and utilization of the General Unit MOU 10-01-15 through 12-30-16 as guiding principles for compensation of First Five employees including First Five Executive Director effective November 1, 2015.
  d. CONSIDERATION/ACTION: Board of Supervisors approval of a Modoc County Pay Schedule for fiscal year 2011-12
  e. CONSIDERATION/ACTION: Board of Supervisors approval of a Modoc County Pay Schedule for fiscal year 2012-13
  f. CONSIDERATION/ACTION: Board of Supervisors approval of a Modoc County Pay Schedule for fiscal year 2013-14
